Sadly I have skipped 95% or more of all the dialog/cut scenes, I have been considering going back to check them out just because I know I miss alot of story that way

I watched every cutscene on the first playthrough, after that I more than likely skipped unless it was a scene I loved.... Ruriks death for instance. Ahh Rurik, you are the Leeroy Jenkins of the GW; lore always running into fights you can't win.
I also always watch the opening and ending scenes to every game.

I never read quests, because the story behind them is usually not all that great, and usually its just some simple goal like go x and kill y. That being said, there are quests throughout all games I find very interesting, but I usually just read the little intro thing and the crap rewards for it, and decide its not worth the effort. Quests that tie up the storyline are the best, like the titan quests and the Torment one with the psychic from Shiro and Factions.
Eventually I ended up seeing every mission cutscene once, but I find most of them poorly done and inessential to the storyline. I think being able to replay some of them in the HoM was a waste of resources. I also think pleasing the whining idiots by adding mouth animation to voiced cut-scenes was another waste in resources. If its not broken, dont fix it plz?
Of course I skip dialogue, its all years old now.

I only skip if I know the dialogue. Being a lorist, I want to know why things are done. There could be lore behind the quests.

Ive read and watched every dialog/scene at least once. There are some that my husband and I just have to watch every time we reach them (lots of the EotN ones, the Nightfall ones with Palawa Joko). After the nth time of doing a quest a lot of those boxes are closed pretty darn quickly but there are some that are just so funny after 10+ times they are still worth a read.

I watch the cut scene the first time and then skip the following times unless I want a screenshot.
However for quests, I just talk to the NPC, grab the quest and go, never really read anything.
When it is slow at work, I sometimes hit the wiki and check out the stories/lore/quest dialog.

I will say there were a couple of quests in Prophecy that actually moved me.
The first one was escorting the parent's ghosts to the child in Ascalon City.
The second was marking the gravestone of Oswalt Alston.

Never. Well, scratch that... for most missions I watch the cutscenes at least once, but for most quests, I take the quest and don't read anything about it... when I go to do quests later I can read what is said in my quest log.
I hate the type of player who is like "skip every cutscene please"... I basically just tell them to [can I say that here?] off, everybody is new at one point and should see the story on their first play, even if it's not me.

I was just like that in Nightfall! I really like Istan, I liked a ton of quests there. My favorite quest out of all games is The Perplexing Plague one one though.

For me, it depends on a few things.
For cut-scenes, I generally skip 'em. But I'll watch again if I'm a bit unclear on a point in the story-line. When I'm in a PUG, I'll wait until everyone else in the party has skipped before I do. It reduces the peer pressure for that newbie to skip because everyone else has seen the thing a bazillion times. (Exception: factions cut-scenes. I'll skip that crap every time.)
The pop-up dialog boxes are annoying as all get-out. If one comes up while in the middle of a battle, all I think is "Shut up!" so those do not get read.
Quests - If I've never done the quest before, I'll read the text, but usually, I just read the objective, requirements, and rewards.

I watch and read the main story line quests but all of those side quests?! Heck no! Especially in Factions, there are just too many of them. The only thing I read is what the reward will be for completing then I hit Accept and follow the Green Markers.

I usually NEVER read any NPC dialogue, but I'm sure if i did, Guildwars actually would mean alot more than a game. Think about it. There are hours and hours of dialogue along with the GW storyline. GW isn't just a game, but a very large story.

GW is a game of follow the green arrow, I don't need the text to follow that arrow.
There is so much game text because writers are paid by the word and I really don't need to read all of the extra fluff they put in to earn a decent wage.

That would be the most hilarious update ever. Imagine the QQ'ing that would ensue - more than the Ursan nerf and the SF "nerf" (the one that prevented */A's from maintaining SF) combined.
